National Comics #69 is an issue of the series National Comics (Volume 1) with a cover date of December, 1948.

Synopsis for The Barker: "Percy the Powerful"

When Tiny shows off his strength for the crowd, a skinny nerd watching the show bets he can do one better...which he quickly proves by lifting Tiny, his 1000-pound barbell, and the fat lady all at the same time! Colonel Lane's quick to sign "Percy the Powerful," but after an act of lifting elephants with his bare hands, Percy struggles with the weight of an empty suitcase. He comes clean: his strength came from pills given to him when he agreed to be a test subject for a scientist, but the supply he had's suddenly gone missing. The scientist who made them in the first place stole them back, and feeds them to the lions and leopards in the circus to let them run wild and get him his revenge. The Barker swallows the rest of the bottle and easily captures the runaway animals again. Lane tries to get the professor to make more pills for his crew, but Barker shuts the idea down. Sooner or later such supplements would get out, then there wouldn't be anything impressive about the likes of circus strongmen anymore. Besides, anyone who'd turn a bunch of man-eating predators with super-strength loose is too dangerous to be on the loose himself, and they call the cops to take the professor to a nice safe cell.

Synopsis for Steve Wood: "The Twin Terrorists"

Steve Wood shows up at his office to find out he's somehow left a potential client waiting three hours for him to show up. This proves to be Courtney Rhodes, the bank president whose testimony sent notorious thief Sticker Latch to the pen. Rhodes is worried because Latch called him that morning at the bank to threaten him, which shouldn't be possible for a prison inmate, and Steve calls the prison and is assured Sticker Latch is there and under close supervision. That is, until the same shady individual calls Steve's office and reveals he even knows Rhodes went to a private eye for protection.

Steve dresses up as a "wharf rat" and goes to a dive bar to tell two members of Sticker Latch's old gang he knows where to find the crook's target. Sticker Latch does indeed take the bait and show up at the seedy hotel room Steve's renting. With his quarry exposed, Steve attacks, but Latch quickly gets the better of him. Overhearing Sally calling to check in, Latch learns his prey is hiding out at Steve's apartment and heads over there to kill Rhodes. Catching up to Latch during his murder attempt, Steve knocks him out this time, and reveals that the would-be killer is Sticker Latch's twin brother. The real Sticker Latch was indeed in prison the whole time.
