Synopsis for "The Origin of Bulletman!"

Scientific criminologist Jim Barr discovers a germ-destroying serum which transforms him into a hard-muscled steel-strong giant, and builds up his brain, then he develops an artificial-gravity helmet, and then puts on some jodphurs and adopts the secret identity of Bulletman, the Robin Hood of Crime. He can fly, for real; he can change direction in mid-air (in mid-1940 this is something that Superman can not yet do), AND he got his super strength from a drug of his own devising.
Meanwhile Blackmask the local super criminal is ordering an abduction, of Jim's girlfriend's dad, Sergeant Kent, which Bulletman finds out about and thwarts, exposing in the process Blackmask's scheme to infiltrate the Police Department with brainwashed turncoat cops. Blackmask is still at large and unidentified at story's end.
