Nora Clavicle, ostensibly a women's activist, was actually a female supremacist who sought to destroy Gotham City so she could collect on a multi-million-dollar insurance policy.

Virtually nothing is known about Nora Clavicle before she maneuvered her way into being appointed Gotham City Police Commissioner in James Gordon's stead. It is known that she was enough of a female supremacist to replace virtually the entire Gotham City Police Department roster with female personnel who had been more poorly trained, and were far lazier, than those whose places they took. She herself apparently headed a "Ladies' Crime Club" capable of taking advantage of the hobbling of police effectiveness.

Clavicle actually hated the very existence of Gotham City, and had secretly taken out an insurance policy against it that would pay her multiple millions of dollars in the event it were totally destroyed.

When the Bat-Trio of Batman, Robin, and Batgirl joined forces to oppose Clavicle's plans, as they were causing an increase in crime throughout Gotham City, she not only released a mechanical army of explosives-primed robotic mice to destroy the city but also tied them together in a "Terrific Siamese Human Knot" that would cause their deaths by strangulation in case they tried to free themselves from it. Batman, however, figured out how to undo the knot — wiggle his own ears under the hood of his Batcostume and have Robin move one of the green-gauntleted fingers on one of his hands in a specific way. The female personnel Clavicle had installed were as terror-stricken of mechanical mice as they would have been of real mice and were of no help.

Batman, moreover, obtained three toy whistles, gave one of each of them to Robin and Batgirl, and had them play a sequence of notes, using the whistles, that he himself commenced to play; the melody, he told the other two, was to be restarted as soon as it ran to its end. The music he played, and had them play, caused a jamming of the tracking mechanisms of the mice, so that the mice homed in on the music rather than their intended targets. Ultimately, the three members of the Bat-Trio lured every one of the robotic mice to Gotham Harbor, into which they fell off a dock into the water, where their built-in bombs were rendered harmless; whether this was by short-circuiting their detonation mechanisms or by smothering the blasts in the water was never clarified. Batgirl compared them to "The Pied Pipers Of Gotham City," at which Batman, who rarely smiles or laughs, chuckled. In the meantime, Gordon and deposed Chief O'Hara executed a joint citizen's arrest of Clavicle herself. After Clavicle and the Ladies's Crime Club members were arraigned and bound over for trial, at which they were all found guilty, the damage she had done to Gotham City government was undone. Upon learning of her illegal plans, the unnamed insurance company that had issued her the policy against Gotham City immediately revoked it permanently, and stopped issuing any and all similar such insurance policies.[1]

Since then, apparently disowned by the women's-liberation movement on account of her crimes and her apparent domestic terrorism, Clavicle has remained in prison. So have the other members of her Ladies's Crime Club.
