Quote1 We went into this trying to become something different. Not another group of reactive vigilantes who chase the bad guys. We were going to cut them off at the knees -- find them before they hatched their schemes. But we've become just another collective of costumed thrill-seekers cleaning up messes afterwards. Quote2

Crisis Intervention is an Outsiders storyline written by Judd Winick and Jen Van Meter, with illustrations by Matthew Clark and Dietrich Smith. It is a tie-in to the Infinite Crisis event, and also part of the Countdown to Infinite Crisis. The story crosses over with smaller events including Day of Vengeance, Rann-Thanagar War, and Villains United. Donna Troy's resurrection is explored in DC Special: The Return of Donna Troy (Volume 1). This is preceded by The Insiders and Tick Tock. Following Infinite Crisis, the timeline skipped a year. Their next arc The Good Fight is published as part of One Year Later.

Synopsis

The Outsiders begin a new policy of only communicating when necessary after Arsenal and Jade blew up their headquarters for security reasons. Deathstroke enlists Sabbac in The Society by promising to increase his powers. Doctor Sivana tracks down the Fearsome Five in Mexico and offers to help them break Mammoth out of Alcatraz. The Outsiders intercept Sabbac and the Five at Alcatraz.[1] Elsewhere the Spectre defeats Shazam and shatters the Rock of Eternity.[2] This allows Sabbac to harness power from the escaping Seven Deadly Sins, and he grows tremendously in size.[1] Sabbac experiments with these new powers, using 'lust' to transform the prison and his teammates into a giant orgy. The Pequod crashes and explodes when Sabbac overwhelms the Outsiders with rage, but they survive. Katana joins the fight wearing a new costume. Captain Marvel, Jr. uses Katana's Soultaker Sword to injure Sabbac. Donna Troy arrives and delivers the final blow, imprisoning Sabbac in the sword. Donna reunites with her friends, and explains that she needs their help to fight a war.[3]

Donna Troy recruits Captain Marvel, Jr., Jade, Shift, and Starfire as part of her task force against the cosmic storm caused by war in space. Arsenal invites Katana to rejoin the team, promising that they'll go after The Society next. Captain Marvel, Jr. returns to Earth when he feels that magic is in flux and he is a danger to everyone. Starfire senses that X'Hal has returned, and Donna sends her to investigate with Jade and Shift. They are attacked by Blackfire, impersonating X'hal, who destroys their ship.[4] Blackfire uses a machine to copy her sister's powers, and tries to kill them. Starfire is surprised to see her sister alive, but they defeat her and escape. Captain Marvel, Jr. and Katana realize that their magic is individually stronger when grouped. Arsenal poses as Deathstroke torturing Grace and tricks the Rogues into giving them access to The Society. Donna leads her group on New Cronus including Animal Man, Bumblebee, Firestorm, Herald, Red Tornado, Shift, Starfire, and Supergirl into the center of the universe.[5] Arsenal and Grace call in reinforcements to bust Mary Marvel out of The Society's energy cells. They blow up the facility after defeating Captain Boomerang, Captain Cold, Chain Lightning, Mirror Master, and Vault. The Outsiders celebrate with drinks afterwards, and Arsenal sees several versions of himself when the Multiverse splits open.[6]
