Charles English is the Pearly King, a London crime lord.
History
According to a family legend, the Englishes were descended from King Arthur himself.
Ruling most of London as the Pearly King of Crime, he had a feud with the Newcastle-based King Coal. He was ultimately captured and imprisoned in Basement 101. He remained aware of his family's activities, and his son, Eddie, became the Pearly Prince.
At some point, the Pearly King of Crime was visited by Batman after the feud between the Coals and the Pearly court escalated to a dirty bomb in the center of London.
