Scavenger is an enemy of Aquaman.

Origin

After the Atlantean invasion of Boston Peter Mortimer co-opted several Soviet Submarines and started a criminal organization which collected and sold off Atlantean weaponry under the guise of the Scavenger.[1] However his true goal was to one day sit on the throne of Atlantis.[2]

Finding Atlantis

Due to him collecting weaponry and selling it to criminals the Scavenger brought the attention of Aquaman the King of Atlantis.[1] Scavenger concocted a plan to get himself on the throne. First he captured an Atlantean search party and placed a tracking device in one of them[3]; he then allowed for Aquaman to save the search party bringing the tracker to Atlantis.[4]

This plan was successful as Scavenger and his fleet of Submarines invaded Atlantis and Scavenger sat on the throne.[2] His victory did not last long as The Dead King and the armies of Xebel invaded forcing Scavenger and his forces to retreat.[5]

Jonah Payne

 Main article: Aquaman: Out of Darkness

Years later Scavenger is informed that Aquaman was looking for him. He geared up in a new battle diving suit and attacked Aquaman.[6] After a short amount of time he was defeated and was asked about Jonah Payne. Scavenger told Aquaman that Jonah worked for him but disappeared during a salvage op in a strange water body.[7]

Shortly after this the pair are attacked by Payne who has transformed into the mysterious creature known as Dead Water, Scavenger was gravely injured in the attack and fell into a coma.[7]

Aquamen

Mortimer found an ancient sceptre that was the key to opening a hidden treasure vault on a tropical island. He took a gang of pirates to the island and began searching for gems known as "guidestones" hidden around the island, which would open the vault when placed in the sceptre. The Aquaman Family was also on the island taking a vacation, and Andy Curry dug up one of the gems on the beach. Scavenger and the pirates attacked Andy and Jackson Hyde while Aquaman and Mera were away, trying to take the stone. Jackson managed to fend off the pirates until Mera rescued them.[8]

Scavenger was captured and imprisoned in the Aquariums, Atlantis' maximum security prison. The Ocean Master broke him out of prison, telling him that there was more to the guidestones that he initially believed. Orm gave Mortimer a new suit of armour upgraded with Atlantean technology and took him to a hidden broadcast station in Atlantis. He got Scavenger to partially activate the equipment while holding the guidestone. Scavenger seemingly absorbed the guidestone, becoming more confident in the process, and agreed to bring someone else to the station and fully activate the signal, while Orm provided a distraction by attacking the United Nations. Orm also promised to arrange a rematch with Aquaman.[9]

After activating the signal, which in turn activated the Atlantean sleeper agents on the surface, Mortimer went to Gotham City to await his confrontation with Aquaman. Jackson Hyde showed up rather than Arthur as he had expected, but Mortimer was happy to fight Jackson instead, hoping to settle the score from the island. Scavenger overwhelmed Jackson with his new arsenal of weaponry, but both Arthur and Jackson's father Black Manta showed up as well.[10]

Manta attacked Scavenger but Mortimer, sick of being considered a joke by other supervillains, put up a surprisingly good fight and managed to overpower the more notorious villain until Jackson defended Manta and damaged his armour. Scavenger fled, telling them that they were all already dead.[9] The Aquaman Family developed a plan to stop the sleepers, and assigned Black Manta to track Scavenger to ensure he did not interfere, however Manta attempted to kill him instead. Scavenger was able to detect the bullet flying towards him, and teleported out of the way behind Manta. They fought while teleporting to the locations of the rest of the Aquaman Family as Scavenger tracked Manta's comm link. Mortimer was eventually defeated by Manta and Arthur Curry and presumably imprisoned.[11]
