After a period of conquering and domination as a member of the Crime Syndicate of Amerika, Joseph Harrolds was able to a trick a Slave Marine into accepting the ring and power lamp that contains the mad god Volthoom so Harrolds could escape the insane god constantly trying to overwhelm his mind. Realizing that he was tricked into essentially becoming the physical manifestation of the Voolthom he continues to act for the mad god as a member of the Crime Syndicate.
Power Ring III succeeded Harrolds as the current Power Ring of antimatter Earth-Two's Crime Syndicate of Amerika, though it is suggested that Harrolds could return to the role as the primary Power Ring at some later time as Harrolds was shown to still be alive when he gave the lamp and ring to the Slave Marine.
Power Ring has no known superhuman physical power but is suggested to have superhuman mental concentration and focus like most power ring users
