History

The Regulator was a low-rent costumed super-villain who had the ability to absorb and redirect energy from various sources. He was a one-time foe of the Teen Titans. During a prisoner transfer to Alcatraz, the Teen Titan known as Ravager manipulated the Regulator into using his powers against her controversial teammate, Bombshell, so that she could overpower her.

• Energy Transference: The Regulator could absorb, siphon and/or manipulate various levels of energy.

Notes

• This version of the Regulator is not to be confused with the previous Regulator who once fought against the Justice League of America in Justice League of America #174.
