Another evening in Keystone City and Robin is bored. He calls the Flash to do some patrolling together although Flash normally does not do that. Suddenly, hundreds of notes fall down from the sky. Every note has a riddle written on it and Robin immediately guesses that the Riddler is involved. Although the Flash is sceptical, Robin is right as Riddler and Captain Boomerang hijacked a zeppelin to distribute the riddle notes across Keystone City. Riddler's plan is to occupy the Flash with so many riddles that he will not have time to interfere in his actual activities.
Robin took as much notes as he could carry home. After talking with his dad Jack about adapting to the new life in Keystone City, Tim analyses the riddles. Later, he meets with Flash again and tells him about the clues he found and about their potential meaning. Robin finds out that Riddler had some boom boxes rigged with explosives. Robin and Flash find the location where the boxes are given away for free, but in the end its Superman who saves the day. The Riddler and Captain Boomerang used the diversion successfully, but Robin and Flash are still willing to bring them down ...
