The Silicon Dragons was a vicious criminal organization that dominated the Hawaiian Islands towards the end of the century. The lived by a strict code of conduct, decrying that any force leveled against them will be met with equal measure. Hawaiian special agent, Sam Makoa began investigating the Silicon Dragons and soon became Hawaii's foremost expert on the subject. He grew gravely concerned however, when the young super-hero known as Superboy arrived in Honolulu, as he knew that the Dragons would now intensify their attacks in keeping with their "equal measure" credo.
