Sinestro was a former Green Lantern who opposed his allies and used a yellow energy ring to constantly fight against them. In 1997 he destroyed most of the Green Lanterns in the Green Lantern Corps and went after Earth's sole bearer of the Green Lantern ring, Kyle Rayner, to destroy him as well. Sinestro eventually chased Kyle all the way to the White House in Washington, D.C., where former Green Lantern Alan Scott was in protective custody along with Hal Jordan and his wife Carol. With Kyle too wounded to continue fighting and Alan too old to bear the ring, Hal took it upon himself to use the Green Lantern ring and, despite his relative inexperience with the ring's power, was able to overpower Sinestro's ring, since he realized that the real weakness behind the Green Lantern ring was the user's will.
