History
Stacy is a civilian administrator who works with the Gotham City Police Department's Major Crimes Unit. One of her many duties, though technically unofficial, is to turn on the Bat-Signal when needed – as a civilian, if she operates the signal, the police department still has a level of deniability, as then Batman would not technically have been summoned by the police officers.[1]
Stacy is very fond of Commissioner James Gordon and has a passing acquaintance with Batman. She keeps to herself by writing diaries and doesn't always speak her mind. She can frequently be found eating lunch alone on the roof of the GCPD Headquarters.[2]
Trivia
- Stacy is the only person permitted to operate the Bat-Signal. Legally, the GCPD are not allowed to either touch the signal or in any way acknowledge the existence of Batman.
- Stacy has a Scooby-Doo lunch box, which is seen in Gotham Central #35.
- Stacy has never used a surname throughout her appearances, nor has she even been referred to by one.
