On assignment for the Washington Sun, foreign correspondent Stan Silver was exposed to upper-atmospheric radiation, which gave him control over light. Silver was subsequently approached by recruiters from S.H.A.D.E. hoping to put his new abilities to use as part of their new strike team. He was given the codename Ray.
As an agent of S.H.A.D.E., Silver proved to be both incredibly self-disciplined and also extremely self-interested. On the one hand, he watched his diet very carefully, exercised rigorously, and was willing to follow all orders. On the other hand, he enjoyed the publicity and sexual opportunities that came with being a national hero.
Things apparently changed when he was sent to apprehend Uncle Sam. Trapped inside a prism, Stan was forced to confront his own lack of direction, and emerged seemingly converted to Sam's cause. He and his teammates helped spring Firebrand from S.H.A.D.E. captivity and relocated to Uncle Sam's base in the Heartland. On a later mission to recruit the new Black Condor, he and his teammates were attacked by First Strike, S.H.A.D.E.'s back-up team, ultimately being captured after their powers were defused by an artificial version of Miss America.
Tortured by The Face, Silver was freed during a rescue mission mounted by Invisible Hood, Red Bee, and the real Miss America. Taken back to the Heartland, Silver began expressing irritation at the sacrifices being asked of him, and shortly after revealed that he had been infiltrating the group on behalf of S.H.A.D.E. He killed the Invisible Hood, and enabled S.H.A.D.E.'s giant Cosmigods to enter the Heartland. Silver himself was then suddenly attacked by Ray Terrill, the true Ray, who beat him to a pulp, and was returned to S.H.A.D.E. He was later seen aiding S.H.A.D.E.'s forces after the Freedom Fighters stormed the White House lawn, but his activities since then remain unrevealed.
