History:

Stewart Frazier was a captain on the Midway City police force. He openly supported the presence of super-heroes such as Hawkman and Hawkwoman and earned their respect as well. Even when he became deputy commissioner, Frazier always suspected that Hawkman was also Midway City Museum curator Carter Hall. Hawkman confirmed Frazier's suspicions when he voluntarily unmasked before him.
