Tally Man is a criminal in Gotham City who collects on debts and kills those who can't pay.

History

The Tally Man is mentioned by a group of former Arkham City Inmates, one of whom managed to go through his all his settlement money he received for suing the city over Arkham City and currently owed money, making him a target for the Tally Man if he didn't pay up. One of the other former inmates states that according to a rumor, Tally Man supposedly managed to shoot an inmate in Arkham Asylum all the way from Blackgate Penitentiary. After hearing this former inmate is so terrified of being killed by the Tally Man if he doesn't pay his debtors desperately asks his associates to help him find a job and one suggests Hell's Gate Waste Disposal (which is implied to actually be a front operation for Scarecrow and Arkham Knight). The Tally Man is never mentioned again.
