The Nightwing organization investigates a mysterious incident in which a pod of Sea Devil killer whales were killed by a seismic force off the coast of Baja California. In Beverly Hills, California, the Atom and the Flash are at a benefit appearance convention for the Florida disaster victims. The Flash is pester by her mother Celeste Nelson to arrange a date with the Atom to improve her superhero career much to her daughter's chagrin. The news of the dead Sea Devils reaches the convention in which Van Allen's report reveal that the locals believed that the cause for the Sea Devils' deaths to be related to a phenomenon known as the "Living Sea". The Atom and the Flash work together to investigate Baja.

In Guatemala, the female vigilante known as the Manhunter violently confronts a man for working in the chemical labs at Svitavy which was responsible for creating the Red Tornado warhead which caused massive deaths during the Czechoslovakian War and prepares to execute him. The man desperately begs her to spare his life by giving her the identity of the man who gave him the orders: Dr. Aquadus, the Director of Svitavy Collective. Manhunter listens in the whereabouts of Aquadus to be in the west coast of Mexico and spares the man's life; however, she instead allows her robot dog, Pooch, to gruesomely kill him.

At Brande Labs in San Diego, a intangible and invisible superhuman known as the Spectre infiltrates the facility but is caught and trapped by Nightwing agent Gunther Ganz, a polymer being known as the Plastic Man. Ganz knows Spectre's secret identity as Taylor Pike who undergone a lab accident that gained his powers much like Ganz, and offers him a choice of being imprisoned or helping him to investigate the Baja coast.

In New Atlantis, the Joker easily foils a hold up by a second rate, Gatling gun-themed criminal known as The Riddler. After returning to her hideout, she learns the news in Baja and prepares to go there as well.

The heroes eventually converged to their destination in the Pacific Ocean in which they confronted the perpetrator for the Sea Devils' deaths and the "Living Sea" phenomenon to be Dr. Aquadus, who is revealed to be a transformed water elemental being. Plastic Man reveals that he used to work undercover under Aquadus, who was working on teleporting living tissue after creating the Red Tornado warhead in the Czech War. The experiment led to the accidental transformation of their current forms: Aquadus' form merged with the waters of Lake Bodva and Plastic Man's intelligence being merged with a blob of melted polymer. Dr. Aquadus had been planning to build a "planet-gun" from his underwater base to destroy Earth's moon and allowing him to control the planet's oceans and to rule the world as "Aquaman". After the heroes defeated Aquadus's followers, the Flash disrupt the power source for the planet-gun and causing a backlash which obliterates Aquadus. The heroes safely escape Aquadus's underwater facility and reflect on their adventure and unexpected alliance in which they decided to band together as a team, creating the foundation of the Secret Six.
