Synopsis for "B-B-B-Blackout!"
An OMAC unit attempts to arrest police officers John A. Keel and Mark. Joker arrives and fight the OMAC unit until it is destroyed by the Atom. Joker escapes while officer Keel and Atom feigns ignorance for letting her go, given the fact she is secretly their ally. College protesters appears and start to harass and criticize Atom for relations with his grandfather's role in the Cuban Missile Crisis. Atom takes this moment to leave.
Suddenly a flash brightly fills the sky causing an EMP wave that grounds all electronics in New Atlantis to a halt, including the Atom whose powers have gone haywire. The JLA arrives to take him and neutralize him. Fortunately, the Joker arrives and begins fighting the JLA with help from her doubles, Mary Marvel and Madame Xanadu. The trio defeats and humiliates the JLA before rescuing Atom and takes him back to their hideout, hoping he can help determine what caused the EMP that shut down the city.
