The New Deal was a four-part story-arc that ran through issues #66-69 of Teen Titans (Volume 3). The primary focus of the involved a major shake-up within the team's roster. "The New Deal" also crossed over into DC's "Faces of Evil" and "Origins and Omens" mini-events. The aftermath of the story was showcased in the 2009 Teen Titans Annual, which also segued into the "Deathtrap" crossover event.
Synopsis
Having lost several members in recent months, the Titans organize another recruitment drive. However, instead of gaining new members, the team loses one of its longest-running members, Robin.
As civil war tears Hell apart, Brother Blood finds the chance to escape. Kid Eternity is present and tries to stop him by summoning the spirit of the deceased Tula, aka, Aquagirl. Eternity's power is weak however, and she only remains long enough to dole out one punch. Brother Blood attacks a demon and draws from him enough power to open a portal to Earth.
Brother Blood arrives in San Francisco and finds himself squaring off against a group of Teen Titans that he's never encountered before. He attacks Red Devil and steals his power, only to discover that Red Devil's blood has been tainted with the power of Neron. Wonder Girl ensnares Brother Blood in her Lasso of Lightning and nearly incapacitates him, but Blood frees himself and escapes through a portal.
He then goes to New Castle, New Hampshire, where he finds a fellow cult member named Elaine. Attacking her, he decides that Elaine shall now serve as his new "mother".
With Eddie still powerless after his encounter with Brother Blood, Kid Eternity takes him to Hell to review the terms of his contract with Neron.
The Teen Titans continue in their efforts to solidify their line-up. Wonder Girl spearheads yet another Titans recruitment drive, in which she offers up Titans Tower as a sanctuary to any teen super-hero. Attending the drive are those heroes and heroines who only recently escaped from the Clock King's Dark Side Club. Most of those who attend refuse to join the team. The final roster line-up consists of: Wonder Girl, Aquagirl, Static, Blue Beetle, Kid Eternity, Bombshell, Miss Martian and a powerless Eddie Bloomberg.
