When the Skull brakes out of jail, he hangs Major Duff in order to gain the plans of the "Iota Ray." Fortunately, prior to his death, Major Duff was able to give the secret plans to his daughter, who is heading to Washington, by train, with them in hand. With "society girl" Barbara Sutton traveling with her, the Black Hood is also a passenger — and the Skull has climbed aboard too.
