The United Planets (or "UP" in abbreviated form) is a governing body that spans large portions of the known universe.

History

Founding and Modern History

On Prime Earth, The United Planets was first founded during the early 21st century in the wake of the discovery of roles Rogol Zaar and The Circle played in the destruction of the planet Krypton. A great meeting of galatic leaders was called on Thanagar Prime by the House of El and the House of Zod, where they revealed the Circle's complicity in the destruction of Krypton. The young Jon Kent proposed the creation of the United Planets, and with the arrival of the Legion of Super-Heroes from the future to celebrate the momentous occasion, the creation of the United Planets proceeded despite some initial uncertainty. In the centuries to come, this would be celebrated as 'Unity Day'.

Tragically, one of their first actions was to sentence the time-displaced Jor-El for his actions as a member of the Circle. As his punishment, they returned him to his correct position in the timeline, allowing him to be killed during Krypton's destruction. In an action that would prove controversial amongst his fellow citizens of Earth, Superman volunteered to act as Earth's provisonary representative on the council. Their first official proclamation would be to establish a formal New Krypton outpost, administrated by the House of Zod.

Settling Pains

An early United Planets meeting, one to determine the location of the United Planets' regular meeting place, was interrupted violently by the arrival of Mongul MDCCXCI, who found the very concept of the United Planets offensive and sought to destroy out in its infancy. Though the members were able to unite against Mongul, he quickly decimated their forces and killed several representatives, despite the best efforts of Superman. However, the United Planets' collective fleets then turned their full force on Mongul, and Mongul just barely survived through the intervention of Superman. Without their leaders, many of the United Planets-aligned ships turned on one another before the fight was split up by Superman.

The Superwatch and United Order

The United Planets would soon establish a superteam of its own: the United Planets Superwatch, which used the planet Kranaltine as its home base. The Superwatch's lineup included [1]:

  • Halk Kar

However, the Superwatch soon became a catastrophe; it became clear that two of its members (Hyperman and Hyperwoman) were murderers. Later, the a new team was formed, seemingly replacing the Superwatch: The United Order. The United Order's diverse membership included:

  • Bloodstar
  • Divineq
  • Dominator QQ
  • Hawkslayer
  • Prince Zerep

Conclave on Oa

After the restoration of relative normacy following the end of the Metal Wars, a great meeting was called on the planet Oa to determine the future of galactic peacekeeping in the new galactic status quo that came into being following the founding of the United Planets. The first matter of business was simply to determine whether or not Oa should be allowed membership into the United Planets at all, in view of the many catastrophes that some viewed as coming from the Guardians.

The meeting eventually lead to Oa’s acception into the United Planets but was then unfortunately interrupted by mystic terrorists from the Sorceror's World, Zerox. Subsequent attacks from various sources resulted in the death of a Guardian and the destruction of the Central Power Battery of Oa, throwing much of the galaxy into disarray.[2]

Warworld Rising

Soon afterwards, the Durlan Thaaros was selected as the new leader of the United Planets, taking the title of Lord Premiere. He would soon be informed that Superman and his new team were travelling to Warworld Prime, seeking to dethrone Mongul MDCCXCII and free the slaves of Warworld, including Superman's kin, the Kryptonian diaspora Phaelosians. Mysteriously, despite the protests of his fellow councilors, Thaaros counseled that the United Planets should not intervene, opining that to do so could risk the wrath of Mongul should Superman fail. When Superman was apparently killed in the fighting, Thaaros convinced the council that the correct course of action was to remain silent.[3]

Quarantine

Following the apparent vanishing of the Guardians of the Universe, the United Planets took up administration of the Green Lantern Corps. Immediately thereafter, they declared Earth to be under quarantine as a result of the ostensible threat it posed to the survival of the universe. In response, Hal Jordan resigned his post and returned to Earth.[4]

Possible Futures

Across many timelines and worlds, the United Planets eventually comes to be protected by the Legion of Super-Heroes. Though the circumstances differ, their origin nearly always springs forth from the prominent galactic citizen R.J. Brande.

Future State

Imperious Lex

By 2050 in the Future State Timeline, the United Planets had recently established a new headquarters in Metropolis, on Earth. Part of its charter at the time required all member worlds to transition away from the use of biofuels, resulting in energy shortages as its members restructured their economies and infrastructures. By this time, Lois Lane had become Earth's representative.

Lex Luthor took control of an alien world and rechristened it Lexor, becoming its absolute ruler and building a cult of personality around himself. On behalf of Lexor, Luthor petitioned the United Planets for membership. As his world had also been suffering from shortages, he built an army of machines, called 'Reticulants', which would strip resources from nearby worlds. As it so often did, Lex's hubris led to his downfall, and he was deposed by the citizens of Lexor and taken into United Planets custody by Superman and Lois Lane.

Solaris Attack

By 2070, the United Planets and the Justice League had become fundamentally linked, to the extent that Yara Flor refused to rejoin the Justice League on ideological grounds until it disconnected itself from the United Planets. Despite this, Yara helped defeat an attack by the tyrant sun Solaris alongside Leaguer Superman.

Invasion by the Red King

In the 3000s, the United Planet's military forces are overrun by invading armies of the Red King Pyrrhos, a bastard son of Superman born through the sorcery of the witch Circe who had since conquered Apokalips and New Genesis, bringing their might to bear on his enemies. Eventually, however, the Red King was defeated by the efforts of the House of El and the return of the original Superman, and the United Planets was able to rebuild.

Composition and Scope

It was originally composed of Earth and a large number of other planets in the Milky Way Galaxy. Its jurisdiction has never been determined, as at times, it seems to extend beyond the Milky Way and into other galaxies.

The Legion of Super-Heroes and Science Police, along with other armed forces services defend this interstellar nation.

The governing body, called the United Planets Inner Council, appears to have five members: the President of Earth and the heads of government of four other planets. One of those members serves as the president of the United Planets.

The capital of the United Planets is Superman's hometown of Metropolis, on the North American continent on Earth. The population of the United Planets was 300 billion but this later recanonized to be a population of 1.2 trillion by the time the legion first formed and many more quadrillion's of sentients outside sol. Later, much of the government and bureaucracy of the United Planets moved to Weber's World, an artificial world constructed for this purpose.
