Victor Zehrhard was the warden of Blackgate Penitentiary during one of the most turbulent periods in the history of Gotham City.
History
He was a straightforward man, and was notably put out when the inmates from Arkham Asylum had to be housed at Blackgate after Bane blew part of the asylum up - Zehrhard had numerous clashes with Dr. Jeremiah Arkham and was none too fond of psychiatrist Simpson Flanders either. He was still warden of Blackgate during the earthquake that devastated the city. He survived the quake, but his activities since this time remain unrecorded.
