S.H.A.D.E. created a weaponized sentient being made out of water based on a wetform A.I. prototype by Professor Ramsay Norton. However, the Water disobeyed its masters and escaped to Salvation Valley, where it bled into the town's water supply and turning all humans and animals in the area insane. The being was destroyed by Frankenstein.
