When Wiley Dalbert, a time thief from the 27th century, planned a robbery at the Gotham Museum of Antiquities, something happened that wasn't supposed to happen. Batgirl broke his time-travelling device.
Dalbert was supposed to travel to the past and spend the stolen loot to fund building hospitals. Without the much needed funding in that past doctor Thomas Wayne took it on himself to provide Gotham City with the money to build them. On the grand opening of one of the children's hospital. He had to go back on the promise he made to his son Bruce Wayne to take him to the movies. The result for this subtle change was catastrophic as it created a reality were the police had to fight of his criminals without the Batman as he never came into being
With all this Dalbert found himself into the museum of this timeline and was arrested by James Gordon
Booster Gold stopped Batgirl from breaking Dalbert device but instead of restoring the old timeline he created The Killer Moth -Time line instead.
