The Weapons Master was an arms dealer who supplied villains with weapons.
History
Hired by a Dominator to acquire a Green Lantern Ring from Guy Gardner, Weapons Master manipulated and supplied the Royal Flush Gang with high-tech weapons to take on the Justice League America while watching from afar to study their powers and fighting styles [1].
Driven by ego and the need to live up to his own reputation, he teleported to what's left of the Secret Sanctuary to retrieve the Green Lantern Ring and defeat the Justice League at the same time. Initially quickly succeeding, he was subdued by Bloodwynd, who tapped into the spiritual energy of the dead. [2] With little to no information about him, he warps himself and the others to another dimension.
In the other dimension dubbed as the Infinite Void, Weapons Master challenges Blue Beetle to a ultimate game by using a chessboard that once belonged to Despero (whose pieces represent the life of his teammates), which he refused at first as he believed that the chessboard was rigged. Weapons Master then used Ice's piece to teleport her to a volcanic planet, which forced Beetle to play. After a few moves Ted realized that after choosing Guy Gardner's piece, he would have a brief moment of awareness which allowed him to establish a link with his ring and get it back.
Knowing that he lost the battle, Weapons Master warped back to Earth to be confronted by the Dominator about his failure. Before the Dominator could report his failure back to the Dominion Homeworld and tarnish his reputation, Weapons Master disintegrates the Dominator. He was then caught off guard by Bloodwynd and warped away, swearing revenge the next time they met.
Blood Secrets
While dimension-hopping ended up inside the Blood Gem where met Rott,who was trapped within the gem for centuries. Taking advantage of that Blue Beetle and Atom are studying Blood Gem's properties after the discovery that Martian Manhunter was disguised as Bloodwyndthis whole time,Weapons Master devise a plan to manipulate the Justice League into helping release Rott from imprisonment [3].
Using the Atom as bait, they demand that the most powerful member at that time enter into the gem and then Rott drain his energiesto get strong enough to frem himself invade Earth,but the team proved to be too much for both of them,ending their plans. Furthermore, the Atom disabled the Weapons Master’s tech before he could warp away and possibly ended up in jail.
Weapons of Revelation
Years later he appeared as one of the many villains who came together at the doors of S.T.A.R. Labs to kill Superman, who was wounded and weakened after a battle against Gog [4].
