Synopsis for "One Super-Villain: Made to Order"
Wonder Woman is flying across Chesapeake Bay when she notices an oil tanker on fire. She leaps down to assist and uses the Lasso of Truth to create a whirlwind to quell the flames. With the fire contained, she then sets to work cleaning up the oil spill.
A yacht containing a group of environmentalists finds her and brings her on board. Wonder Woman meets Deborah Domaine. The two become acquaintances and Debbi volunteers to bring Wonder Woman back to the mainland.
Back in Washington, Wonder Woman changes into Diana Prince and reports to the Pentagon where she meets General Darnell for a special solar-powered city summit. Following the meeting, Darnell asks Diana out on a date, to which she reluctantly agrees.
Meanwhile, Debbi Domaine goes to the North Shore mansion of her aunt, Priscilla Rich. Priscilla is dying and begins raving about her secret past. Before she can reveal too much information, she passes away. Debbi reels backward, falling into a walk-in closet. Inside the closet is the original costume of the villainess known as the Cheetah.
Suddenly, an agent of Kobra breaks into the mansion and abducts Deborah. He brings her back to a secret, underground laboratory where Kobra conducts bizarre experiments on her. Forcing her to endure psychedelic visions of intense violence, he brainwashes Debbi into becoming his personal super-agent – the new Cheetah.

Synopsis for "The Speaker in the Shadows"
Power Girl storms into the office of district attorney Harry Sims. She demands to know why he is pressuring the government to force super-heroes to publicly reveal their true identities. Huntress comes in behind her and stops P.G. from manhandling Sims. The two heroes leave the office to talk some more on the matter.
Later, they learn that Harry Sims has publicly announced the reversal of his stance regarding super-heroes. Power Girl is suspicious of Sims' motives and wants to learn why he has suddenly changed his attitude.
Meanwhile, Sims meets with the Thinker in Gotham Park. The two have agreed upon some previous secret arrangement, but Sims reneges on the deal. The Thinker attacks him with his Thinking Cap. He further demonstrates his power to detonating several bombs inside the Acme Engraving Plate Company.
The Huntress and Power Girl arrive at Acme and encounter the Thinker's saboteurs. Huntress disarms them, and Power Girl seals them inside of a large vault. She pokes holes in the vault door, so that they have air to breathe.

- The Huntress story from this issue is reprinted in The Huntress: Darknight Daughter trade paperback.
- Final appearance of Priscilla Rich, the original Cheetah. The original Cheetah existed on both Earth-One and Earth-Two with similar origins and histories.
- Kobra's appearance in this issue is no longer considered part of modern continuity.
