Branden was leader of the Gotham City Police Department's S.W.A.T. team under the corrupt administration of Commissioner Gillian B. Loeb.

History

He was noted for his overly violent approach to law enforcement, and Jim Gordon referred to his force as a "lunatic gestapo". He also briefly served as Acting Police Commissioner under Mayor Grogan, when Gordon was suspended for his involvement with Batman. Although he was quickly indicted afterwards for his usage of excessive force, Branden was eventually murdered by the Hangman Killer.
